Transport vehicle 9T254 of the 9K51 Grad multiple launch rocket system is designed to transport ammunition of the M-21OF (9M22U) and 9M28F types, to deliver it to the BM-21-1 combat vehicle and, if necessary, to store it in racks. The transport vehicle is an Ural-4320 vehicle on whose platform a set of 9F37 racks is installed. Upon agreement with the foreign customer other types of chassis may be used, including the chassis of the foreign customer. The racks are welded constructions made of aluminum alloy with trays on which ammunition is placed.

The shells are loaded onto racks fixed to the vehicle platform by means of tie rods. After a number of projectiles have been placed on top of them, gaskets are placed, which serve as spoolers for the next row of projectiles. Jacks and chains are available to secure the projectiles in the package.

The transport machine can be operated at ambient temperatures from -45°C to +50°C at altitudes up to 4500 m above sea level.
